We have a very shiny surface on the top of the dash creating objectionable glare . Any way to get rid of the shine?

How about a dash mat.

Get a good grade of leather cleaner, wipe it down, lightly scrub the dash, then wipe off. Sounds like somebody put some Armorall on it
