Mickey, have you talked to a company that actually makes headlights through Chinese manufacturers regularly? Companies that do regular business with Chinese manufacturers don't pay the same prices for tooling someone doing one off business with them do generally from what I understand.

There is no magic to the top. It's all just computers, pumps, cylinders and programing. If it doesn't move, you have serious problems, if this dealer can't get beyond that, you need to find a new dealer.

Sounds like you might have slightly bent arms on this. There's another thread somewhere on the site I believe they had to "nudge" them back into place. That wouldn't be something outside of normal repair methods for vehicle repair, but it's probably something you would really want the GM manual...
If you have access to a Tech II tool the first thing I would always do is a top relearn. It's non-invasive, and these cars are all getting older, I'm guessing a re-learn is in everyone's future some day.
