If the software operated correctly before, and after resetting the system, isn't controlling the hardware properly now, that points to a hardware issue.
Since there isn't a Route Guidance software troubleshooting tree, the malfunction will likely be treated as a hardware problem and a dealer...
You might try removing all of the CDs in the changer and see if the noise changes or goes away.
If that doesn't do anything, remove the navigation DVD as well and see if anything changes.

89047699 is for a Brake Pedal Position Sensor. Yours may have been stuck to the ON position. If the cruise control thinks the brake is applied, it disables.
