Congrats on your on your new ride. I've owned two over the last 12-13 years and enjoyed them both. My last was an '06 V and traded it this year for a new Corvette Z06. New car is awesome, but still miss the V!

If you are trying to put the top down manually, you will also need to open the relief valve on the top pump. If you have replaced everything in that area, did you re-index the windows before trying to put the top down. That is the first step to getting the top to work.

It sounds like the ballast is bad, if you took the complete passenger side unit and plugged into the drivers side wiring and it did not work. The ballast still shows as being available, part number 89025124

The 4-way flasher button has a connection right behind the center stack trim of the radio, a/c etc. The trim may have been taken off at one time and the connection was forgotten. I wouldn't think a flasher was bad, especially if the turn signals are working.
Not sure on the horn...
