Help! 2004 XLR IGNITER AND BALLAST

2004 CADILLAC XLR - RED
NEED SOME HELP. Is replacing an igniter and ballast on a 2004 XLR something an XLR technician has to do or can a regular Cadillac technician install the parts? Very difficult to find an XLR technician in my area.
 
pretty basic. you have to remove the headlight and just bolt the parts on. the headlight is easy and the parts are also to replace

IIRC you have to take the front wheel off first, it makes it much easier. It is very easy to swap out a headlight. Don't drop it.

Not really if you don't want to take the tire off. I replaced the 194 bulbs last year. Just took the plastic pins off the close out panels. Turn steering wheel to left to access the left panel, steering wheel to right to access the right panel. Take off the three retaining nuts and the headlights will pull straight out. Lay a towel on top of the bumper to avoid scraping the paint.

Yes, that's fair. I'm guessing I had taken the wheel off for other reasons.
