Still not sure what the question is. Possibly this:

* solenoid for high low beam does not work with dimmer switch
* driver side does not flicker when pulling dimmer switch
* passenger side does (what?) flicker? but stays on dim?

What year?
FYI: There is a solenoid in each headlamp unit.
FYI: There is no high/low beam as such in the XLR, instead there is a solenoid controlled shutter which covers part of the beam (when on low) and uncovers the whole when on high.
What does 'flicker' mean in your above text?
What does 'dim' mean? Is this low?
Don't understand the last bullet, it does 'flicker' but also stays on dim? Please clarify what you intend to say.
