Help! Open exhaust

My XLR/V(s)
2008 Crystal Red XLR-V
What do I look for to solve my problem of the vacuum control exhaust ? Both vacuum lines are connected to the actuators and the control arms are free moving . Where to next ??
 
Sooo.... Where's the problem. :)
 
I should have stated that the exhaust is to loud in this mode. Whereas, prior to the this situation ( being open full time) my xlr-v ran quiet - until I kicked in the exhaust . I'd like to return it back to its designed feature.
 
Only other parts are the controller in the left truck well(which isn’t available) or the vacuum solenoid found behind the right rear wheel( this is probably the issue as it’s the only moving part and is available for about $30) not to hard to change once you figure out how to pop it out of the mount. one connector and a few vacuum lines.
