Being a first resonder I would like to explain that there are times when there would not be a rush to provide life saving to a victim. First and foremost is scene safety, obviously the scene needs to be safe so no further victims are created. Second, when lifesaving would be obviously futile. From the sounds of this case and from prior experience I would take, "severe head trauma" as decapitation or very close. Obviously, there is no amount of life saving that would help anyone in that situation.
I have seen photos taken with cell phones as there is an immediacy to record the scene in it current state and as the old addage states, "a picture is worth a thousand words." However, there is NO excuse for the fireman to be sharing the video with friends, family, etc. If that happened with any of us we would be, and should be, fired immediately.
