Clicking noise with driver seat heater on high

Is a clicking noise (like a fan blade hitting something) normal when the driver's side seat heater is on high normal? There's no similar noise under the same conditions on the passenger seat. Thanks.

There is an odd little filter that goes on the fan that blows the air into the seats. Maybe something is blocking it or pushing up on it?

It isn't too hard to get to, though it may be awkward reaching under the seat.
