Hey when do they consider these cars a collectors item, as far as applying for collector license plates.

Probably varies from state to state, but in Montana, collector cars are not figured "collector status" until they are 25 years old. Although, a Montana resident can register a license as a permanent plate at 10 years old. Just costs two years additional taxes, and you NEVER have to register (or pay) again.
