Nav/Voice recognition

My XLR/V(s)
2005 black XLR
Does anyone know if the voice recognition button on the steering wheel only work if you pay for OnStar ?
The manual seems to say it should work.
I figured out everything else in the car but the Navigation...seems pretty complicated.
